PoE 2 - Hideout NPCs not allowed

Hi, just letting you know I only have Ange in the hideout, everyone else is red with the Dismiss button, Navali is only unavailable. I am in A4 and have obviously encountered Alva and probably most in the list.

Steps I did this league (keep in mind this was the course of a few days):

1) Already had a hideout (from EA launch, when I played it) so I entered it few times during campaign in 0.3
2) I tried purchasing an item from trade, but the game told me I don't have proper NPCs available (or something) so I couldn't purchase it (I was in A3 at the time)
3) Got to A4, talked to everyone, I see there's a quest to select a HO
4) I tried 'SWAP' (from Ange's menu) to a different hideout, but it doesn't advance the quest for the hideout

probably need to finish the acts and interludes before you can get everyone.

Same or similar issue here (I have no NPCs, not even Ange).

Started over in league and have finished Acts I-III (working through IV now) but not a single NPC is available in my hideout. They all say I need to encounter them first. I tried swapping hideouts and tried exporting my layout (including NPCs) from my Standard league character to Rise of the Abyssal league but neither helped.

My hideout is effectively useless and I'd love to be able to make use of my paid merchant tabs.

EDIT: I was able to get Ange just by talking to her in Kingsmarch and selecting my hideout (... again). She's still the only NPC I have, but I can make do at least with merchant tabs.

EDIT: I have all my NPCs after finishing the Interlude after Act IV, just before you complete your first map. Kind of a shame they come so late.

By my knowledge you must complete "Hostile Takeout" quest from Ange to get WORKING hideout. Which is bugged, BTW. Sail to Whakapanu Island, then go to Singing Caverns, defeat map boss. While doing so, try to stay at place accessible from outside water circle after boss "disappears", otherwise... well bug. After defeating boss, you must talk Ange in city, she will offer to move you both to new hideout. From there DO NOT use TP, because... well, another bug.

Edit: But how to get other NPCs... IDK.
