Why did you give under used skills cooldowns????

I don't understand why Flameblast and Eye of winter were giving cooldowns. I get eye of winter being used to stack wither fast, but just nerf that aspect. Not only are channel skills under used but now flameblast is pointless for this League. Very Frustrating Because I wanted to give it a shot This patch.
