Can't equip skills on "cast on crit "Xbox

Hi!!

Playing on Xbox. Can't equip Sniper mark on cast on crit , have no option to put the skill in empty slot, only can move for the empty slots with assist gems but no with ability gemas, i try other ability and same issue, any can help me ??
