Bug Reports (Path of Exile 1) - Curse stopped applying - Forum

I leveled a Lich from 36 to 60ish with Blasphamy with Temp chains and Enfeeble. Somewhere around 60, the curses stopped applying. I have plenty of Spirit to reserve, mana, and intelligence. I tried the curses independently without blasphamy and they will not apply that way either. IO have Whispers of Doom, but cannot figure out why the curses stopped working. " Curse skills and skills that apply Elemental Exposure now can't apply those debuffs to enemies that are significantly higher level than the skill's own level requirement.
