"TOGGLE SKILL SET" is not a toggle

A "toggle" is a quick action you perform that ends quickly and changes the object to a different state. Like a light switch. Flick the switch, lights stay on.
The "TOGGLE SKILL SET" is a key that you have to HOLD DOWN to maintain the second set of keys. As is, it would be better named "SHIFT SKILL SET". But that is not the best solution. This toggle key needs to become a true toggle. The default is the Ctrl key. That is fine, as long as, all I have to do is toggle it. Hit it once quickly, it switches to the new skill bar. Hit it again to switch it back to the original. In POE1 I used the toggle key (second skill bar) to hold auras and minions. Things you don't have to do very often. But in POE2 there is an increased need to be able to use more than 5 skills, due to the great advantage of insta-weapon swapping and weapon specific passive skill tree. We need a way to switch to the second skill bar without having to hold down a key to stay on that bar. You should be able to hit Q to activate a skill on the main skill bar, hit the toggle key, and hit Q again to activate a different skill on the second skill bar. An alternative solution, which would also work, is to let the Caps Lock key bind to the TOGGLE SKILL SET function. But right now you can't bind Caps Lock to anything.
