Game downloading content every time starting.

Using steam client, every single time i have been trying to start the game the last few days, it has the steam window displaying "downloading content" and takes roughly 15 minutes to finish downloading or whatever it's doing, before the game opens up, i click to login, get hit with a version mismatch error, click login again and now it lets me in. Every time.

What is going on?
