Tactician ascendancy + pinned enemies cant proc on rare & unique

Right Where We Want Them ascendancy + Eroding Chains can't proc on rare & unique

working fine on white and magic mobs

Yesterday, that combo was working fine

Already trying + increase 80% only working on increased armour break but not broken.

The only difference I notice is that Waystone's tier yesterday was 10-13, and today it is 14-15. If it means something.
