I'll start by saying that I'm a POE 1 player (played since closed beta) and that might influence my opinion.
As I see it POE 2 is split, quite well defined, into campaign and endgame. Each one plays differently and that just feels off to me.
Campaign starts very slow, and progresses toward a decent balance of progression speed and fun. You can go slow, you can speed up a bit, use only 1 skill or go combo; you can somewhat decide how to play it. And the bosses are the premium cherry on top.
Once you reach eandgame, you're instantly transported into the POE 1 style.
While your character is still in campaign mode, the monters in maps are POE 1 mode, super charged with some sort of thaumaturgical cocaine. You either kill them before they touch you or you die. Defenses are just a mere suggestion, if they work at all.
As a long time POE 1 player, every time I've reached POE 2 endgame the same thought went through my head: "This again? How many more years of this same exact play style can I tolerate?"
Campaign is fun and engaging, endgame is a slog of repeated mistakes inherited from POE 1.

You having said that, I believe I might have figured out why the game is the way it is.
Since people have such polarising opinions on what is fun, GGG tries to please all the sides. Intention is good, but you know the saying: "trying to please everyone will end up pleasing no one."
