Life regen glitchy

Any ideas what would cause life regen to act up? running RF, sometimes it's like my regen stops, I'll randomly recover ES, than after some time it'll act normal and my ES will go back down and my health will start regenerating.

Even with no poison, bleed, dots, etc; I can stop and be out of combat and it takes like 4-6 secs for it to start normalizing itself. in combat it's causing me to die because nothing is regenerating for seconds at a time.

No Vaal pact or Zealots oath, in lock step mode, or uniques, internet speed tests show I should be good, and this is the only character I've had issues on.

I would expect this to be the result of a piece of gear rather than anything on the passive tree. Like the unique flask Sorrow of the Divine.

There are monster mods that disable or reduce regen for a time. There is also frost bomb from mercenary encounters that greatly reduce regen. Similarly, anything that lowers your fire resistance will have the same effect.

I Read it as it's stated on the flask "Also applies to energy shield"; thinking it would recover both, but then Zealot's Oath is applied, cancels the life regen; but missed the part where it says "from flasks".
