increased Elemental Damage with Attacks

Hi all

Can anyone explain what is going on please?

i play Monk, and obviously all skills are attacks and all of them pretty much pure cold or lightning damage

i got 2 quarterstaves. with pretty much equal phys damage.
but one staff have mod with 72% increased Elemental Damage with Attacks
But in total damage outcome, there is no difference. literraly 0
it does not implement to anything.

im 99% sure when i played poe 2 on release it was working and aplying to all monk skills.
