Heart of the forge skill dissappeared

This passive skill which grants "cast fire spell on melee hit" was working. However the skill has since DISAPPEARED under my skills and just simply no longer exists. I attempt to unspec and respec back unto the skill and it still will no longer trigger of even exist in my skill panel. Even stranger the skill does come back if I log into the with keyboard and mouse, but on controller(I play controller on PC) just doesn't function or exist. ??? completely broken
