Currency Exchange is buggy!

Right after finishing all the acts of the game and the rest I still didn't have access to the currency exchange and with that my game progression is limited, does anyone know how to solve this issue?

Is this for PoE 1 or PoE 2?

I'm assuming this is PoE 2 since its newer. You get it by talking to Ange in start of Act 4. If still not working, you most likely created a SSF character that cannot trade. If so, you need to migrate from SSF to trade in order to get access to the Exchange.
