I cant currency exchange

Log in as Standard HC character and remove orders.

I have no characters from old HC league. Last char was dead.

Create a new one. I'm not sure if a new character in the old league will have access to currency exchange right away (I don't play in trade leagues).

New characters have no access for currency exchange before 4 act. Any problem solving?

I've got to say that making this new trade system only be available in Act 4 is stupid.
