Hostile takeover quest can't be completed in Beacon of Salvation hideout

I cleared the Shoreline hideout and was prompted to talk to Ange in my hideout. When I went to my preferred hideout, Beacon of Salvation, Ange had the quest marker over her head but no dialogue options. I changed to the Shoreline hideput and could then complete the quest.

I play on xbox series X, if it makes a difference.
