POE2 / MERCHANT TABS DISAPPEARED ACT 1

Hi,
I purchased premium reserve tabs that I was able to convert into merchant tabs on my timoun2#0464 account. The trouble is that the merchant tabs no longer appear when I start playing a new character in Act 1. Merchant tabs are inaccessible until you talk to an act 4 NPC.
Did you ever see history portrayed as an old man with a wise brow and pulseless heart, weighing all things in the balance of reason?
