Changing weapon sets

Weapon 1 uses a staff and fire skills on my mouse and keyboard. Weapon Set 2 uses a wand and shield and lightning skills. When I change sets the assigned keys do not switch to match the weapon set. If LMB is set to firebolt for staff and I want it to use spark when I hit X, it doesn't; it stays using firebolt.

How do I get two different key/mouse button assignments for different weapon sets?
