Merchant tab

I have a question about the Merchant tab.
It says that it can be changed on the Account screen, but for PlayStation 5,
the Premium Stash tab (PlayStation)

It seems to be different for PlayStation 2 and PlayStation 5.
Is it by design that nothing appears in the applicable Premium tab?
