Weapon set clunkiness

I am not sure if this is a bug or a intended mechanic but this really hurts my gameplay. I'm using crossbow and when I shoot explosive shot on weapon set 1 and right after that a granade on weapon set 2, the character won't automatically load the explosive shot and I'm stuck on weapon set 2 unless I manually reload the explosive shot on weapon set 1. If the character has time to reload before i shoot the granade there's no problem. But if he doesn't reload I just get stuck on set 2.
