Constricting Command Defy II

Constricting command unique does not work with defy II or the defy II support does not work at all u cant cast attacks when you dont have the mana for it but the support states otherwise

bump - just spent my entire savings since league start on this helm hoping to build around the mana component and it doesn't work =/

I have tested Defy II with and without Constricting Command, and it turns out that while surrounded, the "Insufficient Mana doesn't prevent the use of Supported Skills while Surrounded" mod straight up does not work.

Defy Support no longer allows bow attacks to be used at 0 mana while Surrounded (regression)

Description:
Defy Support (Defy II) no longer allows supported bow attack skills to be used when at 0 mana, even while Surrounded. This interaction worked in a previous version and appears to be a regression.

Steps to Reproduce:

Equip Constricting Command (Viper Cap) with the modifier:
“Require 5 fewer enemies to be Surrounded.”

Socket Defy II linked to Lightning Arrow (bow attack).

Ensure Defy’s Strength requirement is met.

Stand within melee range (~3m) of at least one enemy.

Reduce mana to 0.

Attempt to use Lightning Arrow.

Expected Result:
While Surrounded, Defy should allow Lightning Arrow to be used even with insufficient mana, as stated on the gem and as it did in the previous version.

Actual Result:
Lightning Arrow cannot be used at 0 mana. The skill is prevented due to insufficient mana, even while Surrounded.
