Rake + Bloodhunt is still viable?

Kinda new player so even though I read the patch notes etc I still dont get it. Why does people claim rake + BH is dead? And also if its dead why is there a lot of players in pob leaderbord who play rake + BH and reached the tops .Can anyone englighten me about changes that affect the build directly and also talk about if its a viable build or not with reasons?
