Need help with vertical sync / FPS cap settings

My laptop (RTX 4060) can get to around 80-100 FPS, but the monitor is 165hz so the game was stuttering a lot. Turning on vertical sync made it even worse.

I tried capping FPS at different values between 60 and 82 and it made it at least playable.
Later i changed my refresh rate to 60Hz in the windows settings and capped the frame rate at 60, this improved things a bit so that's what I'm using right now, but its still not great.

Any suggestions to what else i can try ?

If your GPU has 8GB of ram, probably there's nothing you can do. Try switching to performance mode in Win settings.
If your monitor works with Gsync, keep that on. Vsync does the same thing, but often worse.
Try different optimization engines (Vulcan, DLLS etc.) in the game graphics settings. Might help a bit.
Also you can try lowering settings which depends on GPU (anti-aliasing, shadows, global illumination etc.)
Yea i'm not trying to get more FPS, there's no way i hit 165 with my GPU. But I've played other games at 60-82 FPS on the same laptop that felt much smoother than this so that's what I'm trying to fix.

half of your MIN FPS is the rate where you will have no skipping.
