Is the qust Tribal Medicine bugged?

I am stuck with a shark fin in the end of Act 4 and have nothing to do with it. I saw a post that if you kill the A4 boss (as I did) you can't finish the quest. Can anyone confirm?

I can confirm, same thing happend to me and now the shark fin is stuck in the inventory wiht no way to complete the quest or get rid of it.

I can confirm the bug.

Killed the great white shark, carried that fin through the whole act and found on Ngakanu an old lady in distress. Freeing her of her tormentors did nothing. She is stuck on a burning hut. Even resetting the instance and repeating the process did not help.

Confirming here as well. -4 inventory slots.

Edit: you can drop quest items in a zone with enemies, not in town
Edit edit: you can go to the bottom boat in kingsmarch to turn it in

So I just ran around Kingsmarch trying to get the Hostile Takeover quest to complete and I found the shaman lady to turn the Shark Fin into across from the boat you use to sail around the islands on. She finally got the item out of my inventory!

Hello. If I wore it all the time, it couldn't have been universal. I even checked YouTube tutorials and there were no NPCs in those locations. I finally threw it away and now I can't get it again. And the quest is still stuck in my quests.

Not a bug in fact. She is just not at her village anymore and the quest can't be handed in during the assault on the village.
She instead appears on the ship in Kingsmarch at the end.
