In game trade filter unusable

There's no way to search for mod tags on the in game trade filter. Most of the mods in the drop down window are missing or inapplicable to the item being searched. I can't even trade because there's an "incorrect quest state"? What quest? I should be able to trade from level 1.

The browser pop out doesn't work anymore. The browser pop out worked just fine on console. This new in game system is completely unusable on console.
