Unable to Use Merchant NPCs / Market While Leveling

Hi all,

I’m now in Act 2 and I’ve converted my Premium Tab on the website, but I don’t see any Merchant NPCs in town to list items for sale.

Additionally, when I try to buy items from other players, I get a message saying I don’t meet the required quest state. I was hoping to buy items while leveling... is this not possible with the new in-game market system?
