I can’t link my Steam account with my Xbox account.

I’m trying to log in with my Steam account and link it to my Xbox account so I can use the same character, but I just can’t. As far as I know, the game does have cross-save.
I’ve been trying to contact support, but there just doesn’t seem to be such an option, only posting here on the forum. The error message I get is the following: "You cannot add this login method to this account. You must complete the unlock process before continuing." Does anyone know how to fix this?
