No Time like the Present not working

The act 7 quest No Time like the Present is not working, Alva did not show upp in the causeway or anywhere else for that matter.

I played act 7 on another character and it appers the problem was that my last character's level was to high (it seems that if you are 10+ levels higher than the area then side content wont apper). Well live and learn i guess.
