Leveling glitch

In poe2 i can't get past level 71 as every time i open a new atlas map i lose all experience im stuck at 22%. Every time i die i go back to 22%. The amount of exp im getting per hour has also disappeared. I've changed no settings can someone explain to why this. Thanks
