Heist Bases\Rewards

After the changes to remove 30 quality benches from syndicate benches, the game is missing a way for players to get quality beyond 20 on many items, including heist bases.


Suggestion: Make end rewards roll with quality possibility as if they were drops, this would allow people to pick bases of replicas that would otherwise hold less value but could be divine sinks for those wishing for a higher quality base.

This is also an issue for boss drops as well.
