Stun Avoidance small passives

Can the small passives surrounding Heart of Oak get 10% stun avoidance instead of 8% please? Nothing gives 2% or 4% stun avoidance. We have to get another tattoo for 10%. It just doesn't make sense in the game.

I'm pretty sure you can get a normal jewel with stun avoidance, and you can also craft it using the Act 4 recipe.
