Force of Darkness Annoint on The Stampede Boots not showing up in passive tree

Basically title:
I have Force of Darkness annointed on The Stampede unique boots (which are foil if that matters) and it doesn't show up as a node on my passive tree. Others in chat confirmed they can see it while having it annointed on their amulet. So this seems to be a bug with the boots.

My chaos penetration in the character screen goes up accordingly when I equip the boots.

I also have tranquility annointed on my amulet which shows fine on my tree.
