Please Improve Syndicate Board

Two very small changes.

1) let us zoom out a little bit more or pan father left/right; sometimes a character on the far right's non-interrogation option runs off the screen and cannot be fully read.

2) let us manually move the pictures of the characters around. Overlapping strings are a real PITA to see in the designated locations you've set. If I could just move them around a little, I could prevent this.
