Gilded fortification is probably to rare

I have been trying to farm a striker merc with gilded foritication.

In about 30 striker mercs I have yet to see a single gilded fortification.
As it's necessary to have the merc also have dual strike to prevent the merc from using other skills by giving them one weapon. Even if I do find one it's 1/3 chance to also then have dual strike.

I really don't think the vigilant striker merc is this good to justify gating him behind such ruthless RNG.

Please tell me I'm just unlucky, or perhaps he is bugged and cannot get gilded fortification anymore.
