Eagon not appearing in maps

After doing the quests for the 3 new bosses it seems Eagon decided not to step foot in the atlas again

i dont know what im doing wrong cuze now i cant find him anymore
ive been running t16s for days , with influence, with maven, no influence, originator influance
but he just wont appear

i have the points on the atlas tree to increas him spawning but stil nothing

at this pase i wont be able to finish the challange of compleating 4 of each thread boss on a rare maps

so im i doing something wrong or missing something to actually make him spawn ?
