A Call to Arms quest appears to be stuck.

I don't think Kirac ever gave me the map on this playthrough. I was looking to craft some flasks and I don't have the bench crafts.

If you go to Karui Shores, go outside and head down towards the hut where you woke up after first arriving there - there is a waterfall/stream, the recipe is on a Karui totem just to the left of the waterfall. The quest itself does not matter for this.
