Allow movement skills in Ruthless or make league Ruthless-like

I enjoy playing the game the most in Ruthless.
Where you need to loot and find all you need - Every item upgrade and every gem is a power spike. The game become more about exploring and grinding to find items rather than grinding to craft.
I would like to play the game as Ruthless, with movement skills.
Or make the leagues as Ruthless, meaning vendors don't sell gems and crafting benches are disabled.
At least make it an option when creating a private league. You can start there and see how popular it is. But make it cheaper so people can try it out?

Hopefully more people agrees so it can happen.
