Tempest shield gem wording.

I think the wording "attackers" on the gem is a little bit confusing. It could be interoperated as only triggering when blocking attacks. I think it triggers when blocking both attacks and spells? It does not specify on the wiki and I've never tested but am reading elsewhere that it does for all blocking.

I've suggested on the skill page that maybe it needs to be something like "lashes out to deal arcing lightning damage to enemies when you block them". That thread is 46 pages long and hasn't been commented on in years, so I posted here as well incase feedback in that section is no longer being viewed.
