Do Flameblast really lose damage per stage as seen in PoB ?

PoB shows flameblast loosing damage as it gains stages. This is specially notable with flameblast of Celerity with high quality (+80). I get that cast time gets lots longer but something seems odd.

I wouldn't expect the avg hit at higher stages to go down but having a longer cast time will certainly affect it's dps negatively.
