Catalyst not increasing modifiers

Used flesh catalyst on my breach ring. life mod did not increase.

That is a really interesting bug, ide say try it on another life mod that isn't maxed and is t a T1 mod on a breach ring and see if it increases.

Try viewing the ring without seeing the 'range' I don't know how to do it on console, but on PC, when you hold alt to view item ranges, it doesn't show the catalyst bonuses, but the original values.
