Tone down the Shrine Damage

Walking up to a Tempest Shrine shouldn't be this dangerous. The surrounding mobs already have bonus lighting damage. The shrine's Lightning Bolts are still real nasty.

Do you even play with shrines? When there's multiple in close proximity, the stacking damage bonuses along with the area hazards can make them more dangerous than pinnacle encounters.
