Issue with Latency

I recently returned about 2 weeks after the Launch of 3.26 and have been having a Latency issue since coming back to PoE1. I've never had a latency issue since I've started playing and It's very odd. I've seen Pings over 4,000ms. I've always had a stable Latency of about 7-15ms and never have seen anything over 200ms. It is causing my character to skip across the map, The game tries to crash but instead freezes for a moment then, on black screen shows 2 cogs as if loading then resumes play. I have 1GB Symmetrical fiber optic internet. I normally see a peak of around 900mbs download and about 700mbs upload using a CaT-8 cable. I have tried adjusting all relevant settings for latency and even tried using different rendering methods but nothing is working. I run a 3090 with a i9-12900KF and have a 128GB ram. I will also note that I have had issues with the CPU since getting the computer, It will thermal throttle almost all the time and even then have not had this issues in the 3 years I have had the computer. I play for long periods of time even up to days of play and have had crashes before but this is just annoying. It consistently lags the entire time from loading the game to the time I shut it off. I don't feel like I can continue playing if this keeps up. I have been killed Multiple times by the Latency spiking in the hundreds or thousands of ms it never stay stable and is constantly spiking between 50 and 600ms most of the time. I think I had one morning when it was stable this week and the rest of the time it's never stable.

The debug chat command is used to allow staff to recreate your instance. As an example - if you see issues with how a map has had its terrain generated, it would be tremendously helpful to QA for them to have the option of exploring the exact map layout you got.

You don't need to use the command if you're not submitting a bug report. The information collected wouldn't be helpful to Technical Support staff... if GGG still had any, which they no longer do.

That sounds like a seperate issue where your display driver has crashed and been forcibly restarted. Which graphics API are you using (e.g. Vulkan; DirectX 11; DirectX 12). What video card do you have? Would you mind showing us your client's log file?
I find it difficult to justify optional purchases to support a Tencent-owned development studio that declines to provide customers Technical Support, regardless of how many thousands of euros that customer has spent...
