Yeah I've seen him twice in 13 years. He's part of the fishing quest. Unfortunately you have to have a fishing rod on you when you meet him. Likely you will never see him again. But don't worry. It's relatively useless to you unless you are PoorFishWife.

Some random who sold the company to tencent, also an exile with an unresolved meme quest centered around fishing.
Before they sent the game to the abyss they could of done SOMETHING with the fishing meme quest.. we only waited 10 years.. |
