Magic vs Rare Items

In a Zizaran interview a couple of months ago, Jonathan hinted that the design intended for players to swap between Magic and Rare items, similar to Diablo 2. However, this is not happening, even though in Diablo 2, players sometimes "downgrade" to a Magic item from a Rare.

After considering why this isn’t occurring in Path of Exile 2, I identified a few possible reasons.

Reason 1 - Psychological

In Diablo 2, affixes start with lower numerical values, making it easier for players to justify swapping them out. For example, losing 5% Cold Resistance feels less significant than losing 10%, especially when the player has invested valuable resources like Exalted Orbs.

Reason 2 - Affix Quantity

It is much easier to obtain a Rare item with six affixes in Path of Exile 2 compared to Diablo 2, making Rare items significantly stronger than Magic items. (Perhaps Magic items should be able to drop with three affixes to balance this.)

Reason 3 - Affix Strength

In Path of Exile 2, affixes on Magic and Rare items have the same possible values, whereas in Diablo 2, Magic items can roll higher values for certain affixes, making them more appealing to players. I think a similar approach could be implemented in Path of Exile 2, at least during the campaign.
For example, Rare items could roll up to +2 to a skill, while Magic items could roll up to +3. This would also make Magic items more attractive as crafting base during the campaign.
However, affix strength should probably be equalized once players reach the endgame.

well it very rarely happens to me, i can count on one finger i change to a blue from a rare, most of the time it is to get more movement speed :3

but in Diablo 2 it happens quite often, and from the interview it sounded like it is suppose to be happening somewhat the same rate it does in D2.
