Some Enemy Basetypes Randomly Stop Taking Damage

I honestly can't put my finger on it, but this happens quit a bit through my playthroughs, but some enemy basetypes randomly stop taking damage mid-fight. They aren't able to be damaged until an invisible timer goes off, or sometimes a different source of damage hits them. Here's a video example: https://youtu.be/Uy1wkzdguA8?si=DP19G7Dc4gu4bjj0 This is a common basetype that I've seen this often with. There are others as well, though it's tough to keep track. I'm aware that the issue could be something to do with Frost Bolt, which it might be, but this seems to repeat itself on the same types of enemies. I also have this bug in my head, which drives me nuts every new playthrough https://www.pathofexile.com/forum/view-thread/3750003 (Zalmarath). I've also made sure to pay attention and see if the enemy is using a Blocking skill. From what I can tell in any of the captures I've taken, the enemies are not blocking my projectiles. Some of the enemy basetypes this happens to don't even carry shields. Welp! Now you know. i seem to be having the same issue with cyclone on poe1 lately. maybe it's a server issue? like the server doesn't register your hits so they don't take damage
