Question about Crafting/BaseTypes

Can anyone Clarify something for me, struggling to find a direct answer.

I know that Implicits are "bound" by the item basetype except where Corruption makes a changem, AND that ItemLevel (also based on AreaLevel + MonsterLevel/Rarity) to determine this. Which then decides what is available in its Affix Pool. Higher Item Level = More Tiers of each affix = bigger pool.

However, say i have 2 different DEX Body Armors. They both have their Implicit Evasion Rating, no Energy Shield (0 Int Requ) and no Armor (0 Str Requ). So we are looking at DEX only.
Now lets say i have 2 different DEX only Body Armors, with or without any implicit. For this Example Lizardscale Coat and Slipstrike Vest.

Aside from Implicit/Basetype "bound" stats, can these pull all the same affixes from the pool relevant to Body Armors, or do some BaseTypes even have limited access to certain affixes, I get this will change based on Item Slot, what i want to know is do i need to worry about the BaseType i craft on, if i am happy with its Tier Level/Item Level and if it has an Implicit. This makes it much easier to decide which basetypes to pickup instinctually because im no longer worried about missing out on certain things that are RNG based when i go to craft, but if certain BaseTypes are missing something, lets say Chaos Resistance. I would need to then sift through Craft of Exile and work out which basetypes i want in more depth than simply looking at the ItemLevel and its Implicit Stats. Hopefully this makes sense, i think alot of people would benefit from whatever answer this gets, so i massively appreciate anyone who can confirm this for me :)

All base types at the same ilvl and same attribute type can roll the same mods.

And across basetypes with different attribute requirements the only ones that change would be defense (energy shield, armour, evasion) and the attributes (eg, dex gear can only roll dex attributes) *think there might be some ailment mods specific to attribute type as well, not sure
