Not able to join Kingsmarch, Johan does not have "Enter Kingsmarch" option in Karui Shores

Hello, I just leveled a character and got past Act 10.
When I entered Karui Shores after Act 10, I approached Johan and he did not have an option to enter Kingsmarch. I ignored this and continued mapping. I am able to interact with Kingsmarch Ores and collected them, which advanced my quest. Here's the thing, Johan still doesn't give me an option to enter Kingsmarch, and I think my account is stuck in this state.
I am not able to access Kingsmarch and I am not able to add the NPC to my hideout (because I couldn't access Kingsmarch through Johan in Karui Shores in the first place). Trying /kingsmarch doesn't work and the game says that "You do not have the required quest state". Any help?

Ditto for me on the Steam client. I fixed it by using the stand-alone client. I clicked on Johan, walked away, and then clicked on him again. Then he offered the quest and option to travel to KM.
