Leveling problem

I'm experience what is seams to be a problem a'' bug '' .

In the ENDGAME , all my maps irradiated and corrupted , still at level 79 , after I put a tier 15 map stone .

I cant reach maps level 80 , 81 ,82

Even with a tier 16 map stone .

And what does this have to do with PoE 1?
