Fortify Mastery - reduced duration of ailment doesn't work

In fortify mastery tooltip, they define 'ailment' as 'Bleeding, ignited, Scorched, ... , Poisoned' But, it work on only Elemental Ailment.
I have 45 fortification + 30% reduced ailment ring. So i got
120% reduced ailment time from all element ailment, But bleeding and Poisoned duration are have only 30% reduced from ring.
It's bug? or wrong tooltip from mastery?
