Are staffs useless? It looks like its always better to use a wand and an offhand as opposed to a staff..
Is it even worth picking up yellow staffs?

No. The only possible use is a +6 all spells chiming in your offhand for sigil of power.
You can get the same amount of +skill of a given element with a wand + focus and significantly more %inc dmg and/or cast speed etc.

If you allocate enough str it allows you to wield staves in 1 hand... duh.
