Kingsmarch quest won't complete

The quest to speak to Johan to visit Kingsmarch is not completing.
I've talked to him in Karui Shores, exhausted all his dialogue, visited Kingsmarch multiple times. But it is not completing.  Last bumped on Jun 21, 2025, 9:13:15 PM
