Not a bug--Enduring Cry is a Skill Gem, not a Support Gem.

In version 3.23, the Affliction league, alternate gem qualities were removed and transfigured skill gems were added. At the same time, the quality bonuses for skill gems were reworked to be more impactful.

In light of those changes, GGG made the level 20 gem + gcp recipe only work with support gems. You will need to use other methods to get qualtiy on skill gems, such as the crafting options available at the Eternal Labyrinth's Divine Font.
